
Mexico Suing US over ICE Killings
In the wake of the murder of Lorenzo Salgado Araujo by ICE agents in Houston, Texas, Mexican President Claudia Sheinbaum has promised legal action. Sheinbaum, in a July 8th speech, said this would go beyond the “diplomatic notes” that Mexico has already sent. “We cannot continue only with diplomatic letters that have yielded no results. That is why we are now saying: let the Department of Justice investigate whoever is responsible.”
Practically, this will look like a criminal complaint against 17 wrongful deaths in ICE custody of Mexican Nationals. Mexico has also promised to file a civil suit against private companies for involvement in the detention system. With all of this happening under DOJ jurisdiction, the efficacy of the strategy remains questionable.
On a wider scale, this can be seen in the context of ongoing tensions between the US and Mexican governments. This has manifested recently as the ongoing extradition attempts by the US of multiple Mexican officials for alleged corruption, CIA operations in Mexico, and tensions over the crisis in Cuba. Additionally, the US also announced recently that it would not renew the USMCA trade deal signed in 2018 as a replacement for NAFTA.

Rubio Organizes Summit on “Anti-American, Radically Transgender or Anarchist” Terrorism
Secretary of State Marco Rubio invited senior officials from more than 60 countries to a summit on left-wing political violence. This comes as a follow up to Trump’s counterterrorism strategy signed in May, which focused on the identification and neutralization of “violent, secular political groups whose ideology is anti-American, radically transgender or anarchist, such as Antifa,“ Reuters reports.
In an anonymous interview with Reuters, a State Department official called far-left violence previously under-addressed, and called for an update to counterterrorism measures centered on left wing terrorism. They added in a one-sentence afterthought that the summit would also discuss right-wing terrorist groups. The “ministerial on resurgence of political terrorism” took place in DC on July 15th.

Peru’s President Elect Keiko Fujimori Joins the Right-Wing Shift Across Latin America
The election of Peru’s Keiko Fujimori, a conservative politician and daughter of Peru’s former president, Alberto Fujimori—whose 10-year term was marred with human rights abuses and violent repression of revolutionaries, like the Shining Path—joins the right-wing swing in leadership spreading across Latin America
While Fujimori takes office at the end of the month, indications of the incoming administration’s rightward shift are already underway. Peru is joining the Shield of the Americas, a coalition of nations with a mutual interest in the “security” of Latin America and the Caribbean. Really, this is just another piece of the greater Donroe Doctrine puzzle coming together, a modern-day revival of the Monroe Doctrine.
Common concerns that have influenced the rise in conservative values across populations in Latin American nations, such as in Colombia, El Salvador, and Argentina, are high rates in crime. Early on, El Salvador’s President Bukele “addressed” this rightfully serious issue, though the result of the drop in crime rates and rise in alleged safety for Salvadoran citizens, came at a cost.
The reality is much of the violence that plagues Latin American civilians is perpetrated by, in favor of, or with the support from the US. See: the bombings of “narco-traffickers” along the Caribbean coast off of Colombia, the kidnapping of Venezuela’s president, and evidence of corrupt dealings between Bukele’s government and MS-13 to provide monetary aid coming from the US “in exchange for votes and reduced homicide,” according to a ProPublica investigation.
The Salvadoran government claims to target prominent perpetrators of violence, like the MS-13 gang, but this endeavor has lead to thousands of Salvadoran men ending up in the infamous CECOT mega prison, due to being profiled and subsequently incarcerated; having tattoos, for example, is a crime in the eyes of these fascist leaders and their goons carrying out orders.
In the same vein, Fujimori has taken inspiration from Bukele, and has announced the desire to implement mass incarceration infrastructure in Peru as well.
The close relationship between the US and Peru continues to strengthen with official formal congratulations of Fujimori’s election from Secretary of State Marco Rubio, and recent congratulations of the US on its 250th birthday from Peru.
